Bleak winter looms as farmers say no to bio-decomposer use

After the Centre declined to contribute to the plan of Delhi and Punjab governments to incentivise farmers with Rs 2,500 per acre for not burning stubble — remains of rice harvest — winter in the capital this year may not turn out to be any better than the previous ones.
