Rahul Gandhi questions PM Modi’s reluctance to conduct caste-based census

Rahul Gandhi questioned Prime Minister Narendra Modi's reluctance to conduct a caste-based census, in the midst of the controversy over the quota in Maharashtra. He criticized the prime minister for blurring caste lines & preferring to categorize people as poor or underprivileged. Rahul reiterated the Congress' determination to conduct a caste-based census if they come to power and emphasized the OBC cause. He also highlighted the underrepresentation of backward castes in the top govt positions.
